Description

The Nepal Safer Schools Program was designed to provide technical advice and support to the Nepalese Ministry of Education and the National Reconstruction Authority in planning the reconstruction and recovery of the education sector after the 7.8 Mw earthquake that struck the country in 2015. The program assisted the government in quantifying the investment needs for the short and medium terms to recover from the disaster, as well as in the long term to improve the resilience of school infrastructure. The project was implemented in cooperation with the Asian Development Bank (ADB), the Japan International Cooperation Agency (JICA), the United Nations Children’s Fund (UNICEF), the United States Agency for International Development (USAID), the United Kingdom’s Department of International Development (DFID), and the Australian Embassy in Nepal.

 

Activities supported by the World Bank

  • Development of the Structural Integrity and Damage Assessment (SIDA) methodology

  • Field inspection of over 18,000 school buildings in the 14 most affected districts

  • Development of a prioritized investment plan (PIP) for the reconstruction of affected school facilities

  • Development of a web-based management information system (MIS) platform to integrate SIDA data with other Ministry of Education databases and make them accessible to policymakers and technical staff

 

Main outputs

  • Assessment of 19,170 school buildings (5,768 school facilities in total) using the SIDA methodology and the SIDA web-based application 

  • Complete investment plan for the reconstruction and retrofitting of school infrastructure based on PIP, a planning tool used by the Ministry of Education in the reconstruction phase

  • Training of more than 70 local engineers

  • Facilitation of school reconstruction projects in the country by multiple donors: USAID, US$10 million (17 schools); ADB, US$78 million (150 schools); JICA, US$112 million (283 schools); the government of India, US$150 million (300 schools); and the government of China (7 schools)
